Emergency Council Meeting for Saturday

There will be another "emergency meeting" this Saturday, Sept. 19, at 3:30...........this meeting, not to be confused with Thursday's emergency meeting, will deal with something that was dealt with at Tuesday's regular meeting. ( note: there was no emergency meeting Tuesday, just a regular meeting ).......This meeting will be about including a couple of items in a special election. Making sure Councilmen can't collect a salary for serving on any other boards, and about putting a $20.00 fee per month per household on the ballot to pay for Fire and Sanitation services... ($10.00 each) ..the agenda can be found on the Parish Govt web site ( see the link on the left )

    The ordinance was originally passed into law Tuesday, Sept 15, 2009 to hold an election to decide on a $10 a month fee for 6 years for Fire Protection. This is the ordinance that was introduced as $5 a month for 'revenue shortfalls' and then changed in EFC Committee for 'Fire Protection.'

    After passage Tuesday, an emergency meeting was called for Saturday, Sept 19, 2009.

    Is this a new way of passing ordinances? where is this written in the Home Rule Charter that the council can pass one ordinance on a Tuesday and then revisit after passage -- and not only change their vote, but substantially and fundamentally change the ordinance [without the required introduction, advertising and public hearing]?

    are the fees dedicated to certain services?

    if you own a business or apartments and are required to pay for your own dumpster, do you double pay for sanitation?
